I don't see it so much as Gabe is rather intelligent and knows what makes money. A publisher would only make Valve suffer due to their development lengths. Gabe likes his workers to not be pressured and to enjoy what they do. Keeping your fans happy and maximizing your profit while attracting new people is a good tactic imo.
